Abstract: 

Introduction: One of the key elements in management, especially the management of media organizations in particular, is to have a control and monitoring systems. Without this element, other elements of management, such as planning, organizing and conducting, are incomplete and there is no guarantee for their proper functioning. Ensuring that the program is correctly implemented and directed, and proper steps would be taken in case of deviations, requires a process that is called monitoring and control. By setting up different levels of monitoring and, of course, spending expenses on various aspects, before and after production, at the time and after the programs are broadcasted, the IRIB monitors different programs of various radio and TV channels as much as possible. They do that so that not only it pursues current normative and legal frameworks but also meets the satisfaction and trust of the target audiences. The question now is whether the media can use a new concept in management science by the name of crowdsourcing and make a situation so that the media would be able to engage the audiences in monitoring IRIB TV programs and pave the way for increasing the number of observers and strengthening the trust of its audiences? Is it also a question whether it is possible to reduse heavy costs of the traditional monitoring layers of the organization? By the same token it can be asked whether it improves its monitoring performance using mass participation of people in monitoring the programs? Conceptual Framework: Crowdsourcing is a combination of the two word of population and outsourcing, meaning outsourcing to masses of people. Crowdsourcing means outsourcing activity or task of a mass of people (a large network of unspecified people) through a public call. Meanwhile in outsourcing the activity or task is transfered over to a particular person or group (Keshtkar, Peshayee and Mohammadi, 1391). The benefits of using crowdsouring is to promote access to a community of potential employees who have a diverse range of skills and specializations that are willing and able to complete and fulfil their duties, in the shortest period of time and also a significant reduction in costs compared to doing the activities as before (Whitla, 2009, p. 23-24). People monitroing is the systematic monitoring, and guarantees periodic analysis of information that has been selected and registered with the help of others (population). The primary purpose of participatory monitoring is to provide the necessary information throughout the life of the project, so that, if necessary, adjustments or changes are made. People' monitoring provides a participatory monitoring mechanism that allows the community to decide whether the ongoing activities are in line with previous plans. It also indicates the diversion of the activities from the main path, so that the initial planning can be re-established and we can identify the problems and provide the required solutions at the same early stages. This is especially feasible and easy to use with new technologies (Reyes, 2003). Research Methodology: In order to achieve the desired pattern of this research, we used the grounded theory method. We considered the research community to consisted of senior and middle managers of different times in the IRIB organization, university professors in the field of communication and media management, experts in the field of national media supervision, and knowledgable and competent individuals working on the new media. The units of observation were selected using theoretical sampling method and the data were collected using in-depth interview technique. The implemented and adjusted data for each interview were analyzed using the three types of open, pivotal, and selective coding. The process of sampling and data collecting was continued until the data saturation phase, which was achieved after sample 17. Findings: The six central categories of "feasibility and determination of people monitoring", " monitoring classification and being placement in the formal monitoring layer of the IRIB TV", " audience participation in monitoring programs", "the way of analyzing information in people monitoring", "obstacles to the implementation of people monitoring in IRIB TV" and "possible conflicts and the way of solving them, ” along with their subcategories, were the result of coding the interviews. Based on the research findings, the potential presence of audiences in TV monitoring cycle is definite, and is divided into three parts of before, during and after broadcasting, which, according to the potential risks before broadcasting with limited displays for the elite population, as well as using the compiled database during and after the programs are broadcasted. Then the utilities and the delicacies of the popular demand will be measured. Since the social standard is one of the major monitoring issues in the IRIB TV, people's customary monitoring can be easily seen at all levels of official monitoring, and would be achieved through taking into consideration the desire and the need of the audience and of course producing programs artistically and maximum audience participation in people monitoring using all traditional (telephone, SMS, . . . ) and new (social media, etc. ) communication channels. The feedbacks would then be received directly and indirectly, and by creating a comprehensive feedback system, all audiences’ needs would be analyzed and indexed in a centralized way and ultimately the barriers and possible conflicts would be removed by creating the necessary media protocol. Conclusion: In the end of our resedarch the proposed model for popular monitoring of the IRIB TV was presented. What is outstanding in this research is the novelty of the subject as well as the way of dealing and using the concept of crowdsourcing. Meanwhile other studies have solely worked on the defining and analysing the crowdsourcing itself or, in the field of media, and have woked on subjects such as content production and feed preparation for program production. Therefore we have made use of a new outlook to the monitoring process in the IRIB TV, the audience will therefore participate in this process using the crowdsourcing technique and within the people monitoring and, in addition to preventing the momentary deviation barrier, the necessary monitoring, the popular monitoring, trust to the media would increase. In the end, it is suggested that, in the wake of the normal indicator within the IRIB TV monitoring framework, the public approval of the programs, i. e., an indicator for promoting and ordering future works and products will be provided to the developers so to enhance the possibility of improving the programs. This, in turn will provide an order and discipline for professional rating of the suppliers. It is also suggested that we should focus on social networks and cyberspace and Web-based tools which enjoy a pre-technological approach. We also should focus on analysing and following the networks continuously and their results should become systematic in order to be used in the IRIB TV monitoring systems.

Abstract: 

Abstract The purpose of this research is to determine the strategies and operational plans of the Motorcycle and Automobile Federation. This study is sort of applied research in terms of purpose and a combination of qualitative and quantitative methods were used for data collection and analysis. The sample size was 82 people which was equal to the statistical population as a whole. Validity of the questionnaire was confirmed by 12 professors and sport management experts and its reliability was confirmed by Cronbach's alpha test (α = 0. 83). In this study, descriptive and inferential statistics were used to analyze the data. Developed strategies which include using international communications to host events and conduct coaching and refereeing courses, taking advantage of the talent-based approach to place national teams in different levels with regard to abundance of enthusiasts, utilizing media capacities to empower the target community and promoting the development of motorcycling and car racing sports. Moreover, utilizing the private sector’ s partnership and investment in establishing federation’ s self-sufficiency, construction, equipping, renovating and maintaining the sport lanes and facilities, developing activities, identifying and utilizing legal capacities to integrate and regulate motorcycling and car racing sports were considered as well. Furthermore, developing the cultural and ethical environment of motorcycling and car racing sports based on Islamic – Iranian values, Creating National Synergies of Converging Institutions to develop the aforementioned sports were among the developed strategies. . .

Abstract: 

One of the most important and influential aspects of the structure of developing societies, which together with other dimensions of society, including political, social and cultural, affects the process of growth and development, is the financial resources and budgets available to governments. Is. Therefore, the optimal management of financial resources and budgets is one of the basic presuppositions in the development and promotion of financial and operational performance of the envisaged programs, and the degree of success of governments in doing so through accurate evaluation methods. Financial and operational performance is possible. In this study, entitled "Ranking of factors affecting the evaluation of financial and operational performance of programs using the hierarchical process technique" to identify and rank these factors in the Ministry of Culture and Islamic Guidance and its results in the form of eight model factors Designed, presented. The statistical population is 187 and the sample size is 125 people. The results indicate that among the eight factors affecting the evaluation of financial and operational performance of programs, the policy-making and program factor with 9 components is the highest and the internal processes factor with 3 components is the lowest.

Abstract: 

Budget is the main lever in the planning and management of any organization. Organizations, in general, seek to make the best use of the costs incurred and to obtain the most productivity and achieve the predetermined goals by using the least resources. The purpose of this study is to determine the impact of human resource development programs on operational budgeting with the mediating role of organizational sustainability. This research is quantitative in terms of type and in terms of research method is a descriptive-survey research. The statistical population of the study included all managers and human resources and financial experts of the Standard Electricity Distribution Company in the number of 460 people, of which 210 people were selected based on Cochran’, s formula and stratified random sampling method. The main tools of data collection were Cohen Human Resources Development Questionnaire (2010), Pahlon Sadegh Organizational Stability (2017) and Babakhani et al. (2011) operational budgeting. And approved. The obtained data were analyzed using structural equation model and Smart PLS software version 2. The results showed that human resource development programs have a positive and significant effect on operational budgeting with a mediating role of organizational sustainability. Also, human resource development programs have a positive and significant effect on operational budgeting, human resource development programs on organizational sustainability and organizational sustainability on operational budgeting.

Abstract: 

Introduction: In the current research, it has been tried to qualitatively study all kinds of policies and measures necessary for alignment between teacher preparation programs and democratic social education competencies under the model of teacher education curricula, which include: direct (official) curriculum, Indirect curriculum, informal curriculum (implicit) and unstructured curriculum (hidden) should be identified in the educational system. Method: Qualitative approach and phenomenological method were used in this research. The field of research is Farhangian University of Hormozgan and the participants are  13  lecturers of this university. The sampling method is a combination of convenience and snowball sampling. The research tool was a semi-structured interview. The information was analyzed using thematic analysis method and then using MAXQDA software... Result: The information was analyzed using the theme analysis method and then using MAXQDA software in the form of 2  overarching themes, 8 organizing themes and 25  basic themes. The results of this research showed the basic policies and measures for teacher preparation programs, in the form of two components, strategies and solutions of teacher training curricula, separated by curricula (formal, informal, informal, unstructured curriculum) and with the goal of preparing The formation of teachers has been identified in the educational system to realize the competencies of democratic social education. Conclusion: Therefore, examining the opportunities, facilities, and resources available to achieve these actions should be on the agenda of decision makers and educational planners. It is necessary to pay special attention to the strategies and solutions of teacher training curricula.

Abstract: 

SELECTING THE MOST EFFECTIVE IMPROVEMENT PROGRAMS IS THE MAIN CHALLENGE OF BUSINESS MANAGERS TO ACHIEVE SUPERIOR PERFORMANCE. IN SPITE OF MANY RESEARCHES CONCERNED WITH THIS CHALLENGE, A FEW OF THEM HAVE INVESTIGATED THE PROBLEM IN THE CONTEXT OF IRANIAN FIRMS. IN THIS REGARD, THE CURRENT RESEARCH EVALUATES THE EFFECTS OF IMPROVEMENT PROGRAMS (PRODUCTION PLANNING AND CONTROL, QUALITY, PRODUCT DEVELOPMENT, TECHNOLOGY, ORGANIZATION AND SUPPLY CHAIN RELATED PROGRAMS) ON THE OPERATIONAL PERFORMANCE (COST, QUALITY, FLEXIBILITY AND DELIVERY SPEED) OF IRANIAN SMALL AND MEDIUM SIZED ENTERPRISES (SMES). MANY RESEARCHES HAVE SHOWN THAT THE RELATIONSHIP BETWEEN IMPROVEMENT PROGRAMS AND OPERATIONAL PERFORMANCE IS AFFECTED BY CONTEXT OF FIRMS. THEREFORE THE EFFECTS OF INTERNAL (AGE, SIZE AND PROPERTY) AND EXTERNAL (DYNAMICS, SPAN AND CONCENTRATION OF MARKETPLACE) ENVIRONMENT OF FIRMS ON THE OPERATIONAL PERFORMANCE ARE ALSO EVALUATED IN THIS RESEARCH. INVESTIGATIONS ARE BASED ON EMPIRICAL DATA GATHERED BY MEANS OF A QUESTIONNAIRE-BASED SURVEY FROM 82 IRANIAN SMES. THE FACTOR ANALYSIS AND REGRESSION ANALYSIS ARE USED TO ANALYZE THE DATA. THE FINDINGS INDICATE THAT OPERATIONAL PERFORMANCE OF FIRMS IS AFFECTED BY IMPLEMENTED IMPROVEMENT PROGRAMS AND ENVIRONMENTAL FACTORS. THE RESULTS ARE AIMED AT PROVIDING GUIDANCE FOR DECISION MAKERS TO ESTIMATE PERFORMANCE CHANGES BEFORE INVESTMENT IN IMPLEMENTING IMPROVEMENT PROGRAMS.

Abstract: 

 Background & Purpose: The purpose of this study was to investigate the challenges facing the programs and operational guidelines of fundamental reform document of Education in schools’ physical education and  sport.Methodology: This research was a survey study and its statistical population included 1,400 teachers, administrative experts, and other professionals in the field of physical education of Kerman province in the academic year of 2014-2015. The sampling method was multistage cluster with a proportional distribution. The sample size was considered based on the Kerjsy-Morgan table, with 302 subjects of men and women as samples. To collect the data, a questionnaire with two sections of demographic and main questions, consisting of 35 items based on 5 factors was used. This questionnaire was based on Raeit’s (1392) questionnaire, whose structures were retained in the present study. The face and content validities of the used questionnaire was estimated and confirmed by experts of sport management and education (n = 10). Its reliability was also calculated using Cronbach's alpha coefficient (0.87). For analyzing the collected data,  One Sample T-test, ANOVA, and Bonferroni test were used by spss20 software.Results: The results showed that of the five factors of teachers' specialization, teachers’ motivation, equipment and sports facilities, financial resources, and executive programs, the financial resources factor was identified as the most important challenge facing the plans and operational guidelines of fundamental reform document of Education in schools’ physical education and sport.Conclusion: Based on the results of this study, the fundamental reform document in the implementation of programs and operational guidelines requires the necessary modifications to adjust the five factors of the teachers’ specialization, teachers' motivation, equipment and facilities, financial resources, and executive programs.

Abstract: 

Determination of affected area by seeding agents, the so-called target area, is an essential requirement for evaluation of cloud seeding projects. The most conservative and credible estimates of seeding effects were obtained from control matches drawn from outside the operational target within 2 hours of the time that each unit was seeded initially (DeFelice et al., 2014). A coupled modeling system consisting of the mesoscale WRF model and the Hybrid Single-Particle Lagrangian Integrated Trajectory Model (HYSPLIT), provides capability to simulate the transportation and dispersion of seeding materials and to characterize target area on the map. This study is devoted to sensitivity analysis of simulated dispersion patterns to several parameters including different configuration based on physical parameterizations used in WRF model, horizontal and temporal resolution of WRF and spatial resolution of HYSPLIT, to determine the most probable dispersion patterns. Since temperature and wind parameters are the most important parameters in cloud seeding operations, they are measured instantaneously at 1-second intervals at the flight height of the airplane during each flight and therefore, they are very valuable data to assess the performance of the WRF model in simulating these fields. Hence, at first the WRF model outputs such as temperature and wind are validated by data measured by the airplane. Results indicate that there is an acceptable agreement between field data and WRF outputs that are going to be used as input data for dispersion model. In this study, eight configurations of the WRF model based on different physical parameterization schemes are used for 34 flights in cloud seeding project in 2015 and HYSPLIT model is run by these types of input data and resulting target area are compared on the map. Then, HYSPLIT model is run for four selected seeding operations according to three temporal and two horizontal resolutions of input data in addition to three spatial resolutions of HYSPLIT model and the transport of seeding plumes is characterized on the geographical map. The results indicate that dispersion model is sensitive to all mentioned parameters. Also, in most cases, dispersion model results at the flight height of cloud seeding aircraft are significantly influenced by the input data provided by the WRF model. In addition, the dispersion model results are less sensitive to other parameters. Furthermore, when the spatial resolution of the HYSPLIT model is close to the horizontal resolution of the input meteorological data provided by the WRF model, affected area of seeding agents is more integrated and therefore there is a greater degree of certainty in determining the target area.

Abstract: 

Reconstruction programs are implemented, since 1989, as part of rural development programs by the Ministry of Jihad-e Agriculture. They include a study of socio-economic, environmental, and physical aspects of rural areas, aimed to identify central villages and improve their infrastructure and other capacities to support surrounding villages. Many operational and other problems, however, rise in the course of their implementation. The present study aimed to identify these problems. Two types of questionnaires, one for villages and other for rural households, were filled out by 230 sample interviewees, and SPSS software was used to analyze the data. The results showed a significant (99%) of awareness of villagers to the objectives of the programs, people"s participation and satisfaction of people with the implementation of reconstruction programs. This finding was also approved using Chi-square method. The step-wise multiple regression entered eight variables, as the main problems to the regression equation. They included: destruction of buildings for alleys expansion, poor peoples participation, low credits, too long duration implementation, inadequate attention to villagers needs, d projects, and management problem.
